The French conditions at the time of the Industrial Revolution were quite different than the British conditions. France had an absolutist monarchy at the time. The peasants could not ask for anything, and the absolutists saw no initial need for industrialization. France therefore did not industrialize. They were also undergoing massive externalization and had enough resources to support themselves without industrialization.
