None of the Balkan states were independent until 1921. Because they were highly nationalist, the Austro-Hungarians kept a very close eye on weapons in the Balkans. This close surveillance kept uprisings from occuring for a long time. Serbia, though, had limited autonomy, and therefore they could obtain weapons and keep an army.
