The spark that started the Nationalist fire

In 1844, the Serbian Minister of Internal Affairs, Ilija Garasanin, wrote a secret memo called the Ncertanije (for the sake of time, I'll just use it's English meaning, Program). In this memo, he stated his desires to take control of Austro-Hungarian-controlled Bosnia, Herzegovina, Montenegro, and Northern Albania. He also predicted war with Austria-Hungary. Nationalism gained momentum when the people heard of this memo. No war actually ensued.
